To understand Python as a programming language we first need to understand What does the term "programming language" mean?

Programming Language: 

A programming language is a way for us to communicate with computers, just like we humans use English or Spanish to communicate with each other. By using this programming language, we give some set of instructions to the computers to get the required result.

 

Python Programming Language: 

Python is a very popular and easy-to-understand interpreted, high-level, general-purpose computer programming language, which was created and developed by Guido van Rossum in the late 1980s and first released in 1991 at the National Research Institute for Mathematics and Computer Science in the Netherlands as Python 0.9.0.

Python has garbage collection and dynamic typing and allows a variety of programming paradigms like object-oriented and functional programming.
